Elk City Pursues Economic Growth as Tribal Casino Moves Ahead
01 November 2026
The Elk City Council is strategically leveraging the new Lucky Star Casino Resort to spur broader economic development along the city's key Interstate 40 corridor.
Details support the idea that the $85 million casino resort and the city's I-40 corridor plan are complementary initiatives for investment and growth. Construction is expected to continue through 2026 and 2027.
Lucky Star Break Grounds
Representatives of the Cheyenne and Arapaho Tribes officially began construction on the Lucky Star Casino Elk City resort on July 24, 2026. The 56,000-square-foot casino, set to have 750 machines, headlined the groundbreaking. A 100-room hotel will provide lodging. The first phase also includes core infrastructure including utility connections.
The project has further phases planned for the coming years. Stage two would introduce a convention center with an arcade and an outdoor pool. A full-service convenience store and truckers lounge would be part of the third. The final phase includes an RV park.
The groundbreaking ceremony marked the beginning of construction, but no official opening date for the resort has been announced. According to tribal gaming coverage, construction will take at least until the end of 2027.
An Economic Development Project Along I-40
The possibility of the resort's neighborhood and the city's economic growth plans along I-40 are still waiting for additional growth. A city push, started earlier this year, could bring more investment opportunities. City officials proposed an I-40 Economic Development Project that would combine infrastructure and financial incentives for the corridor.

Seven increment districts were proposed, though the specifics have not yet been disclosed. The city explains the intent in a public notice published in February 2026. "This project is to provide an economic structure and financial support for development along the city's I-40 corridor."
"IT IS NOT intended to raise additional revenue for the city or to create new or increased taxes for any party" the notice added. The city further explains the attraction of its stretch of I-40 in materials published on its economic development page, noting the corridor's position between the two major markets of Oklahoma City and Amarillo, Texas.
The site boasts more than 80,000 local shoppers and makes a pitch to businesses from throughout the state. "Elk City's central location and easy access to a thriving market make it a smart choice for your business," the economic development page states.
In later phases, financing implementation, and any announced timeline for the rest of the resort more details are expected as the planning for citywide development continues.
